Describe the bug

My course has a student who is both taking the course and serving as a TA.
I used no-submission rubric grading to upload a file for each student and the TA was skipped.

Expected behavior

All students in a valid (non NULL) registration section should be included in the list of users to receive a placeholder PDF for no file rubric grading.
