Describe the bug

I've opened several issues and merged PRs but there are still problems with excessively long notifications because most/all of a forum post are quoted. See also issue #12332.

The current problem I am seeing is the notification for the editing of a forum post.
I am the instructor. I have subscribed to ALL notifications for the course.
A student made a lengthy reply post in a forum thread. Then that same student made a small edit to their own reply post.
The notification displayed on both the home screen and on the notifications page for that course seems to quote the entire reply post message.

Expected behavior
It should be truncated.
