Describe the bug

When a student submits a pdf file, and the TA views that pdf within the TA grading interface files panel, the top of the first page of the pdf is hidden underneath an information bar. When the information wraps, even more of the pdf is blocked.

Note that the TA cannot even read the title of the document at the top of the page nor the name of the first section! Scrollbars allow us to view the bottom of the page and pages that follow, but we cannot see the top of the first page. This problem is exacerbated when the name of the pdf is long. But it can still be a problem on a small display or a zoomed view or with side by side panels.

Expected behavior
The TA should always be able view the entire page with the inline pdf viewer, no matter what the file is named or what screen with the TA is using.
