Describe the bug
The leaderboard rankings do not include course staff, instead skipping them and highlighting the row in blue. The functionality works as expected for users with instructor permissions:

In this screenshot, both non-highlighted users have grader permissions.

Expected behavior
All members of the course staff should be highlighted in blue on the leaderboard regardless of permission level or anonymous mode.

To Reproduce
Steps to reproduce the behavior:

1. Go to http://localhost:1511/courses/s26/sample/gradeable/leaderboard/leaderboard
2. Observe that certain anonymous entries are unranked and not highlighted, while others are unranked and highlighted. All of which are course staff.

I think this worked in the past, and it may be related to a similar bug in simple grading.
