We'd like to allow a CSV upload. Probably combined with the manage students upload classlist interface.
(this will be challenging since we have alot of columns that are optional and that interface needs to be overhauled and robustified.)

Describe any potential alternatives you'd tried to solve the problem
alternatively we could make a single purpose upload option just to set these registration ids.
