#11809 Overridden Banner des not have E2E tests.

Describe the way you'd like to solve this problem

We should have tests for the overridden banner and student submission. For example, if an instructor overrides someones grade, we should see it on the grading details page. We should also see the banner if we start grading the student. For the student, we should see that banner exists.

The banner should exist with no submission and with one submission

Describe any potential alternatives you'd tried to solve the problem

We could also add overriden grades into the sample data.
