What problem are you trying to solve with Submitty

Currently the grading progress bar is buggy when a gradeable has TA and peer graded components. Once #10272 is merged, the green progress bar will reflect the percentage of TA graded components that are complete, and not factor peer components into account.

Describe the way you'd like to solve this problem

Add a second purple progress bar to gradeables with peer grading that shows the percentage of students that have received at least one piece of feedback from a peer.
