build: Migrate away from Node v16 actions#1596

A few workflows needed a little updating. One of them doesn't have a specific integer version, and I've linked to the issue explaining why. > Node.js 16 actions are deprecated. Please update the following actions to use Node.js 20: stefanzweifel/git-auto-commit-action@v4.
