Create a repo for the website / documentation #714

@swharden

Description

@swharden

As we transition to ScottPlot 4.1, I want new users to be able to read FAQ / tutorial pages, rather than requiring reading source code of a demo application to figure out how to do things.

I'll create a new repo for the website, set-up an automated deployment system, and hopefully this will make it easier to collaboratively write and manage documentation on the ScottPlot website. It would be nice if every page had an "edit" button that let the user jump to its GitHub source code (Markdown).

I don't want to commit all the cookbook images and compiled demos to this repository though. I think a flat-file dynamic website is the way to go over a static website, at least for now.
