Cookbook: add toggle for GUI framework and improve styling #4392
Description
After #4380 start working on these:
- Wrap recipes in a rounded border box or something to make it clear what a single recipe is
- Add recipe permalink icon
- Add category permalink icon
- Add cookbook home icon
- Add recipe source code icon
- Add a toggle to switch between console, WinForms, and WPF, etc.
- Add similar features to the quickstart pages
