NuGet Bug: embedded readme and snupkg format

⚠️ Although I recently added an embedded readme to the package (#1149) it looks like there is an active bug in NuGet which prevents embedded readmes in projects with snupkg files NuGet/Home#10791 so I'll keep the old style .symbols.nupkg format for now.
