Gives the Iris docs already built a version switcher much like the one in cartopy and the python core docs. Similar change needed to the iris docs template (to be done separately).
I broke the work into two commits - the first to add the JS for the switcher itself (in
iris/docs/version_switcher.js), and the second to make use of that on every single iris docs page on scitools.org.uk.
