Unfortunately, due to problems with saving in the latest eccodes version (2.16) (as shown in these tests), we will have to pin back to using an older version of eccodes.

This is effectively undoing the changes in #189

Coverage Status

Coverage remained the same at 88.223% when pulling 1dec968 on lbdreyer:pin_back_eccodes into c7ee038 on SciTools:master.
