The sphinx-panels package is now no longer maintained.

The sphinx-panels package is also pinning our dependency tree back to using sphinx v4.5.0, which is rather dated.

The latest release of sphinx is now v6.0.0, which was just released on 29 Dec'22.

We should investigate migrating away from sphinx-panels to using sphinx-design instead 🚀
