Specifically, to assign incoming attributes into the relevant (separate) local+global attributes dictionaries when loading from netcdf.

The 'combined access' (#4983) means that, at this point, saving to netcdf will have almost-same results.
We expect ~all existing tests to pass unmodified at this point
