We should cease running pep8 as a test, and start having it as a separate CI process. Stickler-CI looks to be the perfect tool for this. (tested on SciTools/python-stratify#6 if you want to see how it looks).

Ping @bjlittle - I'm minded to go ahead and do this (easy to add) and experiment from there. Happy with that approach?
