LGTM! This PR cleanly removes the pr-reviewer mode and its associated rule files. The removal is complete and safe - no references to this mode were found anywhere else in the codebase (source code, tests, or documentation). The changes accomplish the stated goal of cleaning up unused/deprecated mode configuration.
