fix(lm-studio): always enable native tools support

Per mrubens' review feedback, LM Studio always supports native tools (https://lmstudio.ai/docs/developer/core/tools), so we shouldn't gate this on modelInfo.supportsNativeTools which may not be set in the model cache.
