At the same time changed the build script to be Cake.Frosting for ease of development
Also convert to Central Package Versioning for clarity
This includes nullable annotations where makes sense
This will generate a draft release from the tag for assigning details
There's no point in build on all three

Yeah this is pretty late but applying some general clean-up before looking at the other issues.
