Proposed Changes

Refactors the chat.getThreadsList endpoint to use the typed REST API endpoint system used by other API routes in Rocket.Chat.

The endpoint now includes:

  • Typed query validation using isChatGetThreadsListProps
  • Typed response validation using isChatGetThreadsListResponse
  • Consistent error handling aligned with other endpoints
  • Removal of redundant manual parameter validation (handled by AJV schema)
  • No functional behavior of the endpoint was changed

I'm closing this PR because the endpoint(s) covered here have already been migrated as part of a larger batch migration I'm working on (see #39820). I decided to go with a mass migration approach because reviewing individual PRs for each endpoint was taking too much of my time.
