Description:

Settings implemented in #11965 do not works in 3.1.0

Steps to reproduce:

1. Set Default Directory Listing to Users in Admin UI - Accounts
2. Click Directory
3. You at Channels list

Expected behavior:

When Default Directory Listing set to Users, Directory search should start with Users
