Related to #5676 and #5675 I would like to discuss creating a contributor code of conduct.
At LatinR last week, I spoke with @paocorrales who told me that it is important to name people to contact for reporting violations.

- Tidyverse: https://tidyverse.tidyverse.org/CODE_OF_CONDUCT.html does not mention contacts, but does mention consequences: "Project maintainers who do not follow the Code of Conduct may be removed from the project team."
- Pandas: https://pandas.pydata.org/community/coc.html does mention an email list [email protected] to contact for violations, and also mention consequences: "Project maintainers have the right and responsibility to ... ban temporarily or permanently any contributor for other behaviors that they deem inappropriate, threatening, offensive, or harmful."
