Contribution description

Add a rule to build lpc2k_pgm when flashing.
It is only compiled if it is using the one in tools.
If overwritten to lpc2k_pgm if it should be taken from the path,
it is not compiled.

The compilation is still done in boards/common/msba2/tools as it was
the case before and this commit does not address this.

Testing procedure

Testing without the board

Be sure to clean the msba2/tools directory

git clean -xdf boards/common/msba2/tools/

When setting FLASHER to lpc2k_pgm it tries using the one from the path (which I do not have so produces an error here) and does not compile it

FLASHER=lpc2k_pgm BOARD=msba2 make -C examples/hello-world/ flash-only
