Description

Initial RIOT setup instructions are in the Tutorials at https://github.com/RIOT-OS/Tutorials. This led to one user on the mailing list, Ningbo Hou, 14.12.17, having to be pointed towards them. I would guess that others also would need to dig a bit to get them. Not having them in a very obvious place makes the initial setup process more difficult than it needs to be - this process should be as immediate as possible.

Propose that we put these instructions, or a clear link to them, in the Contributing.md or Readme.md, on the basis that this is the first place that most people will look.
