Moved the hash benchmark from hugr/benches.
Alternatively I could have added hugr-passes as a dev-dependency and kept it there, but I went with a clean cut to facilitate the repo migration.
(We should be able to merge this bench into tket's once the crate is there).

The hash benchmark uses examples::circuit, which requires the custom quantum extension.
We should be able to drop it and use tket's examples once moved there.

Breaking change in preparation to moving this crate to the tket repo (Quantinuum/tket2#1414).

hugrno longer exports the::algorithmssubmodule. Use thehugr-passescrate directly instead.
