Sorry for slow review - agreed it makes sense to move these out so happy to approve. Before I do, I'll wonder whether "resources" is really the best name - in many ways "specification" is quite good. (I feel resources are for generating code rather than generated from IYSWIM.)

- The "envelope encoding specification" is moving to "resources/json_schema/serialization.md" - is this json schema? It is definitely "specification", the title says so.
So how about:
- top-level directory "interfaces" or "schema" or "json-schema" (which could contain "hugr" and "std_extensions" subdirectories)
- Leave them in "specification" but move "hugr.md" into a subdirectory "docs" (or "human"!!)
- If none of these appeal then OK let's go with your resources

That does appear to describe the JSON format, only....and does not say "envelope encoding specification" or indeed "envelope" anywhere in it?

These are really only used for testing of the legacy encoding, and shouldn't be referenced by anyone anymore. We'll hopefully be able to delete them altogether at some point. I wouldn't really want to put these in a top-level dir. |

Ok so at the least: raise an issue that that doc should be updated to actually be the "envelope encoding specification"; ATM it is only about JSON and does not mention the world "envelope".
Consider also (a) changing the name here to "serialization spec", and/or (b) putting (in this PR) a note at the top of that file (specification/serialization.md I guess) that "Note this relates only to the deprecated JSON format; TODO update to describe the envelope format"

I'm planning to organize the specification documents as part of #2896, and these two subdirectories are not relevant to the spec.
Both the JSON schema and the stored extension JSONs are currently only used for testing, so I moved them to the
resources/directory instead.I also added a notice to
json-schema/serialization.mdstating that the schema is deprecated.
