Summary/Motivation:

Small PR to update the URL for downloading ginac to track the current ginac release.

Changes proposed in this PR:

  • Update ginac release URL
  • Relax some timing tests (they were failing occasionally on GHA/win/pip)

The ginac build passed before Jenkins killed the job (for unrelated reasons) This is safe to merge.
