Honestly it might be better to remove all of the top part and just leave the "actual data" section, but it's fine either way.

Summary/Motivation:
COIN-OR has changed how they manage/host project documentation, moving from
projects.coin-or.orgto pointing to GitHub. This updates URLs throughout Pyomo to either point to GitHub or (when the content was not moved to GitHub) to the Internet Archive.Changes proposed in this PR:
