Summary/Motivation:

CMake will now error if the project minimum version is <3.5. This PR bumps the declared minimum versions to suppress that error. It also takes the opportunity to bump the version of the ASL we check out to the v1.0.1 release.

Changes proposed in this PR:

• Bump CMake minimum version from 3.0 to 3.0...3.31 to suppress CMake error
• Bump the ASL hash to check out to match the v1.0.1 release
• Fix a file with a missing copyright statement
