Following the new specification for REUSE, the .reuse/dep5 file has been superseded by REUSE.toml.

  • This PR accounts for this and get's rid of the REUSE deprecation warning
  • The SPDX identifier injection for the CI was removed and the files added to the REUSE.toml file
