Changes proposed in this Pull Request

Add option to add energy losses and emissions for fuel refining, e.g. for petrochemical refining of crude oil to oil products. The emissions are based on DE statistics for 2019, which are similar to EU on per-MWh basis. The emissions from refining then align with the final consumption of oil in each country. The energy losses are consistent with the CO2 emitted from the fuel.

Checklist

  • I tested my contribution locally and it seems to work fine.
  • Code and workflow changes are sufficiently documented.
  • Changed dependencies are added to envs/environment.yaml.
  • Changes in configuration options are added in all of config.default.yaml.
  • Changes in configuration options are also documented in doc/configtables/*.csv.
  • A release note doc/release_notes.rst is added.
