According to issue #100, "U-Turns are disabled by design and only allowed at the end of deadened streets."

This may make sense in European cities, but leads to very poor results for bicycle in Australia (or at least where I live - Victoria). Here, U-turns are completely legal anywhere (whether in car or bike), and it doesn't make sense to route the cyclist any further than they need to go. Why would anyone cycle kilometres past their intermediate waypoint, just to turn around and ride kilometres back again?

I have set "u_turn_penalty = 0" but it doesn't seem to make any difference.

Atlhough u-turns may not be legal everywhere, I would have thought for cycling, u-turns would always make sense - even if the cyclist has to stop, walk across the road, then start again.

So, an option to allow u-turns anywhere would be good.
