as discussed in the dev meeting we'd like to experiment with github discussions tab:

• setup the discussions tab with an initial message
• update the issue templates with a link to the tab and encourage the usage/generic questions etc. go to the discussions tab, the issue list is for concrete feature requests and specific bug reports
