When POST /issues/{n}/comments fails (for example due to secondary rate limits or permission drift), this method still returns True, so main() treats the operation as a full success and logs [SUCCESS] while the explanatory closure comment was never published. That silently masks partial failures and makes it hard to detect that users are seeing closed issues without the expected guidance message.

The auto-close needs-MRE script had an ordering bug: it posted the "this issue is being closed" comment before actually closing the issue. If the subsequent PATCH to close failed (rate limit, transient error, etc.), the issue was left open with a misleading closing notice.
Reversing the order so the close happens first means a failure leaves no trace — rather than a confusing comment on a still-open issue. Also added response body logging to the error paths so we can actually diagnose failures when they happen.
