* Also fixes ParmEd#1121 * Many general cleanups * Start migrating from %-substitution to f-strings (pins Python 3.6+)
* Drop Python 2 support for formats/ and gromacs/ packages * Remove xparmed and friends (it is no longer maintained and the library has been the focus of ParmEd for quite some time).

Python 2 support has been dropped by most major projects, and I am dropping support here. ParmEd will require Python 3.6+ after this PR is merged.
It also removes functionality that has been deprecated for years. The next release will be ParmEd 4.0.
