[PIR]Gen check dtype by kernel name

有些op的yaml定义中op name和kernel name是不一样的，比如det。在生成check dtype逻辑时需要根据kernel name来查找对kernel注册的dtype，之前直接根据op name查找，导致有些api在check时找不到注册的dtype。
