Motivation

#4420 的后续，在 engine 中删掉了 create_cache_tensor 参数，而在 expert_service 中没有对应删掉，导致 EP 并行报错。

CI 没有 EP 并行 case，当前 EP 只支持 300B 模型，申请豁免覆盖率检测。
