This bug accompanied with #2559 (and a sync threshold timeout), causes that the local node marks every new connected peer's tier two request message as fulfilled without sending the sync request to it.
e.g: do not mark the sync request as fulfilled before fail for a timeout. Only do it when the node is sure that the message will be broadcasted.
