PROJ recently adjusted how it organizes ReadTheDocs by auto-tagging the
stablebranch to whatever branch is labeledSTABLE_BRANCHin its repository's variables. We will follow suit with PDAL, as this has been a source of manual frustration for a while. Thanks @rouault!
