Upgrade Microsoft.CodeDom.Providers.DotNetCompilerPlatform to latest version #8776

We're currently using version 2.0.1, which was released in late 2018. The latest version is 4.1.0, which was released a year ago. Benefits:

  • Seems to mitigate the warning (that look like a false positive) related to the included version of System.Net.Http.dll. This also blocks Merge 1.10.x into dev (Lombiq Technologies: ORCH-282) #8773 and a couple more active issues/PRs.
  • Important changes listed here for this specific version, but the readme of the other two non-preview releases between 2.0.1 and 4.1.0 (3.6.0 and 3.11.0) don't have such details. The main point is that this upgrade drops support for older compiler and .NET Framework versions we don't need, so it halves the package size compared to 2.0.1.
