Add a new smartcard entry to the Windows minidriver called "Italian CNS (e)".
The smartcard is detected by the bit4id middleware as "Oberthur Technologies, Cosmo ID ONE(T)" and has the following ATR:
3b:ff:18:00:00:81:31:fe:45:00:6b:11:05:07:00:01:21:01:43:4e:53:10:31:80:4a
opensc-tool detects the smartcard as a regular "CNS card".
