Update the Plugins documentation to provide the complete list of plugins that COSMOS supports. Provide an overview of the things that plugins can change vs things that can be changed via API. For example, you can only change cmd/tlm (but note exception via Dynamic Packets), conversions, limits responses via plugin updates while you can change limits via API.
