When you click Download Report in Table Manager if creates a file in the config bucket at /DEFAULT/targets_modified//tables/bin with the report.csv. The other buttons just download the file to the browser. It's weird that this file is created and targets_modified is created when nothing has been modified. Just simply download the file like the binary and report options.
