Upgrade jmustache to 1.16 to add support for blocks and parents, thus reducing the amount of code needed in templates.

A PR was already raised for this previously at #18314, but it was closed by the owner due to other commitments.

EDIT: Dang it looks like the spacing got weird in a bunch of files. I'm not sure if that's a problem in jmustache or just some weird formatting thing with new templates

• File the PR against the correct branch: master (upcoming 7.6.0 minor release - breaking changes with fallbacks), 8.0.x (breaking changes without fallbacks)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
