[Bug] CI reports pacboy mingw libtre-git target not found #6463

Describe the bug
For me, it is hard to tell if this is ephemeral or actual CI failure, but for couple of jobs Windows workflow fails to execute command pacboy...libtre-git with error: target not found: mingw-w64-x86_64-libtre-git.
