It should be possible to add a criteria

Actual behavior

A criteria is not displayed after clicking on the "Add Place of Service Distance Criteria" button while building a Cohort

Steps to reproduce behavior

• create a Cohort
• add a Visit Occurrence as an initial event
• add the corresponding criteria
• the criteria is not added
