2.11, reusables module

Expected behavior

Any concept set (created, imported or changed) in the Concept Sets tab should correspondingly appear in the design section dropdowns.

Actual behavior

Changes in Concept Sets tab do not reflect in the design dropdowns.

Steps to reproduce behavior

1. Create or open Reusable, add any criteria with concepts
2. Go to Concept Sets tab, add concept set
3. Return to design tab, check dropdowns in the design
