@vcunat this should probably be picked to staging-next. Not sure what the process is for that, so I think I'll leave this PR up to you?

I originally imagined just disabling PFM tests and not the whole support, but it sounds good – let's move more complex action to those who need PFM on aarch64 (if that ever happens). Builds on the community machine.

The default llvm didn't build on Hydra for master, so this should mass-rebuild only failed jobs.
