Update from Envoy 1.34.2 to 1.35.1:

Bazel sure is a trip.

I don’t feel qualified to review this, but I’ll trust the work done here, as it dovetails with my agenda.

Since 1.34.4 was a CVEful update, do you plan to bump on 25.05?
