ghc: Always disable PIE hardening

Always disable PIE for GHC in preperation to global PIE in nixpkgs.

Currently, only musl-based stdenv enables PIE and it is explicitly
disabled by ghc derivations.

python3Packages.vg: disable failing test; modernize

The vg tests were broken somewhere in NixOS#371501. Specifically one test
that compared to floats failed due to them being 1E-17 apart.
